This Decision establishes the procedures for the Disposition of seized and abandoned goods that are perishable, subject to shortage or leakage, or in a condition that might endanger other goods or facilities. It prescribes controls for storing and moving seized goods, covering storage criteria, transport, stocktaking and periodic reporting, and the conditions under which the Committee may approve a sale. Sales occur at a Public Auction through a licensed service provider. Auction revenue meets sale, storage and movement costs first, then Tax, then Administrative Penalties, with any remainder deposited into the owner's tax account.
