This Decision extends the Marking Tobacco and Tobacco Products Scheme to Water Pipe Tobacco and electrically heated cigarettes as Designated Excise Goods. Marks can be ordered from 1 November 2019, importing unmarked goods is prohibited from 1 March 2020, and supplying, transferring, storing or possessing them from 1 June 2020. Article 2 defines Water pipe tobacco by reference to Schedule 24 of the Unified Customs Tariff for the GCC States. The fee is AED 0.084 per Mark, Article 4 sets minimum storage conditions, and the Decision takes effect on 1 November 2019.
