Article 8 governs registration as a Warehouse Keeper. Any Person operating or intending to operate a Designated Zone must apply for registration as a Warehouse Keeper in accordance with what is specified in the Executive Regulation of the Decree-Law. The Executive Regulation also specifies the effective date of that registration. The Article closes with an express prohibition: a Person may not act as a Warehouse Keeper before being registered under the Article. Registration is therefore a precondition to supervising a Designated Zone, and the requirement applies equally to those already operating a zone and to those that merely intend to do so.
